Introduction
Location information is of vital interest for emergency services throughout Europe.
Accurate information about the exact position of an incident or accident will reduce response times for the emergency services. Quicker treatment of injuries can save lives of European citizens and reduce the consequences of such an event having a longterm impact on their quality of life.
The possibility of having Automated provision of an accurate location will also be very useful if a person is no longer able to speak .
The evolution and deployment of technology has now reached the stage that it can be implemented and deployed on a large scale for reasonable prices, without greatly affecting the size of communication devices like hand-held GSM phones or in-car GSM interfaces.
Based on these developments , the recent EC directive on Telecommunications provides the legal framework to grant access to Location information by emergency service operators.
As an initiative of the European Commission, DG INFSO, this co-ordination group on Access to Location Information by Emergency Services has been established with the mission to define requirements for a Pan European common location provisioning mechanism, that can be accessed and used by the European 112 community and emergency service operators.
The group consists of representatives from the Telecom Industry, Telecom Service providers, Information service providers and emergency service operators. The work will focus on three main topics:
