Objectives

The objectives of this accompanying measure are two folds:

  • To contribute to the definition of the most relevant regulatory framework for the tentative European wide deployment of Enhanced E112 Emergency services by 1st January 2003 through:
    - The outline, prioritisation and introduction of findings and recommendations regarding the definition and implementation options for Enhanced E112 Emergency Services.
    - The outline, prioritisation and introduction of findings and recommendations regarding the fully commercial provision of assistance services, in the context of the possible European-wide deployment of Enhanced E112 Emergency services.
    - The outline, prioritisation and introduction of findings and recommendations regarding the conditions deemed necessary to fairly stimulate the European wide take up of Mobile Value Added Services (M-VAS), in the context of the possible European-wide deployment of Enhanced E112 Emergency services.
    - The active support to consensus building by the timely introduction of findings to the Coordination Group on Location Services taking into account feedback.
  • To support the secretariat of the Coordination Group on Location Services as well as the three Workshops.

Features

The Work is split in 4 main technical workpackages: WP1000: Overview, WP2000: Definition of ECS, WP3000: Implementation Options, WP4000: Recommendations.
In addition WP5000: Management is specifically dedicated to the management of the project.

WP1000 will provide an overview (technology, market, socio-economic impact, major players, institutional developments) on the current state-of-the-art of location based services with special focus on E911 developments in the USA.

WP2000 will provide a definition of ECS services including technical requirements and institutional aspects such as liability, security roaming and protection of privacy.

WP3000 will analyse implementation issues for enhanced E112 emergency services in Europe by 2003. Taking this into account, additional relevant implementation options will be identified for commercial assistance services and Mobile value added services respectively.. A basic time schedule and financing concept will be worked out for the relevant implementation options and necessary support actions like further research, standardisation, regulations and demonstration projects will be identified.

WP4000 will firstly provide on request support and expertise to the EC in all domains related to ECS. Secondly it will provide recommendations to support the EC in defining the most relevant regulatory framework for enhanced E112 services together with further relevant initiatives at EU or national level. WP5000 is to manage the whole project, to provide administrative support to organise the various workshops.
WP1000, 2000 and 3000 are consecutive while WP4000 runs in parallel for the whole duration of the project (i.e. 14 months).

  • user needs
